Massive Russian civil defense drill

Russia is apparently taking the banging of the war drums seriously:
As relations between Russia and the US disintegrate as a result of the escalating proxy war in Syria, which today culminated with Putin halting a Plutonium cleanup effort with the US, shortly before the US State Department announced it would end negotiations with Russia over Syria, tomorrow an unprecedented 40 million Russian citizens, as well as 200,000 specialists from "emergency rescue divisions" and 50,000 units of equipment are set to take part in a four day-long civil defense, emergency evacuation and disaster preparedness drill, the Russian Ministry for Civil Defense reported on its website.

According to the ministry, an all-Russian civil defense drill involving federal and regional executive authorities and local governments dubbed "Organization of civil defense during large natural and man-caused disasters in the Russian Federation" will start tomorrow morning in all constituent territories of Russia and last until October 7. While the ministry does not specify what kind of "man-caused disaster" it envisions, it would have to be a substantial one for 40 million Russians to take part in the emergency preparedness drill. Furthermore, be reading the guidelines of the drill, we can get a rather good idea of just what it is that Russia is "preparing" for.

The website adds that "the main goal of the drill is to practice organization of management during civil defense events and emergency and fire management, to check preparedness of management bodies and forces of civil defense on all levels to respond to natural and man-made disasters and to take civil defense measures." Oleg Manuilov, director of the Civil Defence Ministry explained that the exercise will be a test of how the population would respond to a "disaster" under an "emergency" situation.
Americans, meanwhile, are fretting over whether or not Kim Kardashian is going to need therapy or not after her recent trip to Paris.

I tried being a guest over at a Russian forum recently. Their reaction was "Why in the hell is this American shoving his nose in our business?" Meanwhile, guests from other countries would be welcomed guests in our forums, let alone shunned.

I'm not condemning the Russians for reacting this way. But it's a good example of how the rest of the world simply isn't like the US.

And with that being said, the way we've swaggered our way across the globe with no respect to anyone...well, it's no damned wonder folks are growing to hate us.

One more story.

My wife is from the Philippines. I've managed to visit her hometown twice (it gets more expensive the more kids we have).

During both visits, the locals there were super friendly and just loved the fact that "the American guy came to visit us!"

But my guess is that after Duterte sets the tone--lean towards Russia and China, while disparaging the US--I think that after that, the local Filipinos won't be as nice as they were at first.

I'm not saying I dislike Duterte. I think he's great, and I look forward to a strong Philippines when all is said and done. But his leadership probably will complicate our personal lives.

The point: Once again, the US government appears to not give a damn about how much it offends and pisses off other countries. I mean, consider that we sent a faggot ambassador to the Philippines--a largely Catholic country. It was an enormous insult.

The US is doing this to itself.

The US is really sucking at diplomacy. They can't even lie half believably anymore. The more important question is how do the Filipinos view this ambassador? If they were insulted, it did not stop them from signing onto the TPP Treaty, which would not be of any benefit to them at the end of the day. It strikes me as the globalists stamping their boot on the face of a country which is still traditionalist Catholic in many respects - though it too is being polluted by the toxic waste emitted from Hollywood.

I believe it was in a late 90's war game that the OPFOR an OPFOR general playing as Israel sunk 90% of our Navy by launching all of his cruise missiles in a single strike. They reset the exercise and made him start over with orders not to do that again. The US Navy has not done much to address that tactic in 20 years.

Didn't he announce recently that he wants to implement a no first use policy. I understand this could prevent globalists from "accidentally" pressing the button but more likely it would handcuff us when it was obvious an attack was imminent.

In Obama's case I wouldn't be surprised if he made a statement about us being "the bigger person" and refusing to retaliate with nuclear arms even after we had already been hit.

Armies fight hard when they have cohesion. A diverse army lacks such cohesion. An example would be the Austro-Hungarian army of WWI, they did not do well against any foe, despite the fat the army was set up in a very similar manner to the German army of the period.

Right now the US military is gutting their Corp of officers, promoting according to racial and sexual preferences, essentially banning Christianity in the ranks, allowing habits which most war fighting cultures find abhorrent (fudge-packing, cross dressing, women in positions of authority)and finally reducing all the combat arms cohesion by placing females in the ranks.

Such an army/,military can look quite good when they have massive superiority in technology and numbers. But armies such as that fall apart the first time there is a serious reverse. It has happened in our past, consider the Philippines in 1941/42, Korea twice and the collapse of the South Vietnam army in 1975. In the second three cases the US military was able to recover, but in the first case the collapse was final and in Vietnam a US technologically superior army collapsed against a soviet model army. Vietnams is particularly relevant as that was a test of doctrine and technology with the armies being the same population.

The US army leaned a lot of out of Vietnam, and the cohorts system in the late 1970s, to the current unit rotation system of today was an answer to the poor cohesion that resulted in the WWII replacement / rotation system used. Yet all the knowledge seems to have been lost in recent years, it seems to be far more important to push trans crap and female rangers that have to be carried through the course.

It is hard to say the US military will have the same cohesion compared to a Russian national dominated army.

One must also consider if the conflict is long. We are bankrupt and much of our high tech chips are no made overseas. Many high tech guidance system need rare earth medals and we import 97~100 percent of them. We have no large scale production lines like we would need and many of the folks who knew how to do this sort of thing are retired. We have not only hollowed out the production base, but the technical base/ innovation that creates it, I work in the field and the decline in US technical arts over the past 2 decades has been unprecedented. We could not win a long drawn out war, we simply do not have the factory base, The wide scale technical know how or the raw production base to do so.

Survivial Strategy for October 8, 2016 Apocalypse ( #00237 )

1) Invite as many fat American women into your fallout shelter as it will hold.

Worst case:
Winning in a way that makes the higher ranks look bad is not good for your career. Enforcing a narrative sends a dominance message. Politics pure and simple.

Best case:
The exercise is usually training. You're trying to get everybody to work together. The OPFOR getting cute does't help in that case. It just impedes the mission, which in that case is training.

Real world example that even school aged kids will get. Basketball offense drills with second stringers playing defense. If the defense steals the ball it just shuts down the play with nothing learned. That's not what the coach is trying to accomplish. He'll just get mad. Ask me how I know.

But isn't the defense supposed to be trying to steal the ball? That happens during the real game. I've played hockey, and offense drills conducted with the defense always involved us defenders doing our damndest to steal the puck, push them to the wall, or otherwise fuck it up for them. We didn't skate to the other end to shoot or anything if we did get the puck, we just reset and tried again.

When you are practicing a martial art in the dojo, your partner should go along with the move, that's why he's there. If he suddenly sack punches you instead of going through with the fall or hold or whatever, sure, he can claim he 'won' but is that why you were there?

Different from free sparring of course, and depending on the exercise, maybe it was supposed to be free sparring, you can't tell from a simple headline like that one, and no one has ever gone broke assuming the military is more interested in political infighting, than fighting (or training to fight) the actual enemy.

I can see that, and I obviously know little about military war games. I had assumed the whole point to having a human opponent- as opposed to just having somebody respond according to a script- was to accurately simulate how your plan would work out in real life. If the bad guy throws something at you that knocks your shit out, then you now know your plan has a serious problem.

I could see saying "OK write that down, Steve, we'll have to think of a countermove later. For now, let's proceed and not do that again." Is that what they do?

@56 Exactly. In our dojo we have 'bastard levels.' Bastard level 0 means 'go with the technique, this is learning time.' Bastard level 1 means 'be tense and resisting like a normal person would, but don't take intelligent countermeasures.' That forces the student to refine the technique. Bastard level 2 begins intelligent resistance, and so forth.

The Russians took civil defense a lot more seriously than we did during the Cold War. Things were a little different for us in the 1950s but even then the Russians put serious effort into it.

They had a high ranking general in charge of it and a genuine national infrastructure supporting it. US efforts, even when we were making them, were pretty much localized and ad hoc.

Now in the Soviet Era a lot of the desired outcome for EMERCOM or whatever it was called at the time, wasn't so much a protected populace as it was a disciplined one.

Although the populace didn't actually mind it. Russians believe in tragedy in a way that Americans (*as yet*) don't. You can't lose 40 million people during a war and not believe in tragedy.

The Communists weren't unresponsive to mass sentiment and their was a genuine desire for a massive CD program in Soviet Russia by the Russians themselves. The general populace wanted to be protected.

The pity is that the Soviets were able to completely gut the US CD program and the only thing it cost them was a little propaganda.

Left wing echo effect did the rest for them. By the 1970s it was "common knowledge" in Hollywood that CD was absolutely pointless, wouldn't work at all and pursuing it might "raise tensions". Movie and TV reflected that view. The CD warden became a figure of comical derision. A symbol of the uselessness of the Civil Defense program.

Although why the Russians would be frightened of something that didn't work was never quite explained.

I've been listening to a lot of old civil defense broadcasts from the 50's to the 60's

At first it was all like "I'm the director of civil defense, here is how you cope" and tons of celebrities talking up civil defense, even ones like Bob Hope and Boris Karloff getting on it

At some point faith in the CD systems started to implode and it moved "here is what to do" to outright calling Americans unpatriotic for wanting to evacuate the cities rather than bunker down.

After that the USG (and this is well before the Cultural Marxists took over) gave up on civil defense figuring it just would be individual or not at all

@44 not quite there yet. The administration purged a lot of officers that were hostile to the agenda, but there's more than too many (officers) still. Some of these senior jackasses deploy with company sized support staffs. The combat arms guys, after this many rotations into the sandbox (pretty much every other year for regular combat arms and once a year for SOF (shorter rotations)) get along well with the minorities who are their brothers at arms; the Army has been culling anybody even suspected of being a racissss for decades. A stars and bars tattoo was enough to get you tossed out (and if they couldn't directly chapter you out, they'd check the "Does not" support equal opportunity block on a non-commissioned officer evaluation report or OER, which effectively ended your career).

Army/USMC combat arms and SOF aren't tolerating a lot of the open queer behavior, its the Navy, AF and support MOSs that are cheerleading those kinds of things. The lady-Rangers never actually made it out to a line unit, they're staff jockies due to a lack of combat arms experience... and we've not got women in the infantry ranks yet, the Army is still futzing around trying to figure out a physical fitness standard and physical fitness test that will allow a chick to pass but doesn't make for a total pussy (gear, guns and ammo don't weigh less for women) that's incapable of doing the mission.

Anyway, the problem will be facing a professional military instead of cavemen. As an interesting aside, most of the contracts for services on Bagram and Kandahar are filled by Russians.

Good points. Also:
1. How hard is it to jam GPS, anyway (even without taking out the satellites)? What's the backup option?
2. If the Serbian bombing campaign is any guide, stealth seems to have significant limitations against an enemy with an average IQ >90 (unlike the typical US opponents of the past few decades).
3. To be fair to the ARVN, a major factor in their collapse was the US cutting off ammunition and other resupply to an army that was based entirely on US weapons systems (compare to what happened with the 1972 NVA attack). Similar to what happened to Chiang Kai-Shek, actually...

As I pointed out to my leftie-lib sister who hates Trump: her SON is draft age. And before she says: "Type 1 diabetic: not draftable"; let ME point out: "No, type 21 diabetic: not DEPLOYABLE!"

Some decades ago, when I took over a division of 60 sailors: 23 were women, 18 of those were preggo and got sent ashore (taking up MEN'S limited shore billets! grrrrr.) -- plus, they could not actually be USED as sailors. A Type 1 diabetic will do just fine "manning" (boying?) a tool room, or an office job.

(I think, too, that idea might be useful to try to 'trigger' millennials about voting: THEY are draft age and the WarMonger Hag WANTS war(s)... WHY would they think the U.S. would not immediately implement the draft plans, long since in place?!)
