Make California Not-America

It's gone completely off the deep end and is not conducive to national greatness:
Beginning on Jan. 1, prostitution by minors will be legal in California. Yes, you read that right.

SB 1322 bars law enforcement from arresting sex workers who are under the age of 18 for soliciting or engaging in prostitution, or loitering with the intent to do so. So teenage girls (and boys) in California will soon be free to have sex in exchange for money without fear of arrest or prosecution.

This terribly destructive legislation was written and passed by the progressive Democrats who control California's state government with a two-thirds "supermajority." To their credit, they are sincere in their belief that decriminalizing underage prostitution is good public policy that will help victims of sex trafficking. Unfortunately, the reality is that the legalization of underage prostitution suffers from the fatal defect endemic to progressive-left policymaking: it ignores experience, common sense and most of all human nature — especially its darker side....

Unfortunately for Californians, SB 1322 isn't an outlier — it's only the tip of the liberal iceberg. 2017 will see the Golden State subjected to wave after wave of laws taking effect that are well-intentioned but disastrous embodiments of progressive utopianism.

One such new Democratic-authored law throws open the door to even greater government dependency on the part of the poor by rolling back proven reforms. In 1996, welfare reform was one of the greatest social legislation achievements of the last century, ending the lifetime welfare system and putting millions of Americans on the road to self-reliance and self-respect. In its wake, California lawmakers passed a law barring increased payments to women who have more children while still on welfare, in order to encourage women to achieve independence before having more children.

It's a tough provision that works — which was apparently irrelevant to Gov. Jerry Brown, who just signed a bill repealing that prohibition. Henceforth, no matter how many children someone has while on welfare, the state government will ratchet up payments with each child, with no limit.
I think it is giving California's lunatic left entirely too much credit to assume they are sincere in any beliefs. So, here is a three-step plan for the God-Emperor to Make America Great Again.

  • Relocate all post-1965 non-Americans and dual citizens to California. Settle them on the copious national parkland there.
  • Declare California independent. 
  • Build the Wall with California on the other side.
He can even sweeten the deal by letting California off the hook for their pro-rata share of the national debt.

One of law enforcement's biggest problems with getting convictions against pimps is that their whores will almost never testify against them. And that's with adult whores who can be offered incentives in the form of reduced sentences or even outright immunity from prosecution.

Now try that with minors who have no incentive to turn on their pimps. It'll be irrelevant that pimping children is illegal because the authorities won't be able to prove it's happening.

Expect a huge uptick in child prostitution in California in the coming year.

Not to mention that their money makers are now protected. It's like having the street drug dealers protected but the higher level distributors aren't. All someone has to do is build an organization with layers. The prostitutes will now get less of a share because they have no risk. The street pimps will get a higher share to make sure they stay loyal. The person running the pimps will still get the same cut but more money because his money makers are always on the street and not in jail.

From a humanitarian standpoint this makes no sense. At least if the underage prostitute is arrested now there is a chance for counseling/ conversion to Christianity and possibly reversing the brain washing the pimps have done to them. With this new law the prostitutes will never be isolated from a pimp.

No provision to downgrade to territory. There is no Constitutional authority for territories either. Territories, the Constitution, has a very specific meaning. The lands ceded by Britain; te northwest territories.

IIRC, Utah was not accepted into the union until they had changed from an unicameral legislature to a bi-cameral. Because of that clause.

This bill would make the above provisions inapplicable to a child under 18 years of age who is alleged to have engaged in conduct that would, if committed by an adult, violate the above provisions. The bill would authorize the minor to be taken into temporary custody under limited circumstances.

It has no funding (check the status):
Vote: majority Appropriation: no Fiscal Committee: no Local Program: no

This will be catch and release if they even bother to catch.

First, I am pretty sure you are banned from here.

Second, you lack reading comprehension. Just because the site you read says the law "protects minors" doesn't make it so. Read the law again and ask yourself "how do you get the kids off the street if you can't arrest them?". Are you really incapable of thinking beyond step 1? The argument that you had to decriminalize the activity because it would keep them from getting real jobs in the future is a joke. Juvenile records tend not to show up in background checks conducted by employers because most states seal those records once the minor hits the age of 18.

The law is not what you think it is. The cited text is not describing the law accurately.

There are good intentions and what the people supporting a law think it will do and then there is the reality of how this law will work when applied on the street. This law creates perverse incentives to bring more minors into the sex trade, minors who are already in high demand, while disincentivizeng law enforcement from strong arming minors out of their pimp's control.
How does an investigator prove that little 14 year old Cindy is working against her will if he has no leverage to make her testify that LeMonjelo of forcing her to sell herself? Fear of LeMonjelo will be much stronger than her belief that law enforcement will help. Remember, this new victim status apparently does not come with any funding to redirect these kid's lives. Police will ignore the victims and refocus elsewhere because they will almost always claim they choose to do the work.

NZ would have to make its own diplomatic relations with California, such as visas, travel permits, business relations, etc. It would in NZ's power to reject Californians. They may pose as "refugees," but that would still require a vetting process and the NZ government/people could have Californians shipped somewhere else, such as Colombia.

Also, California would align with places like Cuba and Venezuela, making the US's foreign relations with them all but kaput. They're a lunatic pox on the US. As per the good Californians, I think Cali would willingly separate from Jefferson (NorCal) as it's just a bunch of evil whites up there :)

For the folks that haven't put much thought into this, here's how underage prostitution works. Teens run away from home for a variety of reasons I'm not going into. When the teen gets off the bus in a city, they are targeted by pimps, who take them in and usually get them hooked on drugs. The teen is then sent out to 'earn their keep', controlled by a combination of violence and drug withdrawal - disobedience gets them beaten and their drugs taken away.

If or when they get arrested, the police have trouble getting them to tell who their pimp is, let alone testify - that's their drug source, and the pimp has made it clear that narking on him will be severely punished. Still, arresting and convicting the teen for solicitation gets the teen away from the pimp and the drugs, some education about the path they're on, and perhaps back to their family. It's a chance to turn the teen back from a short and painful life and into a productive member of society.

In California, that isn't going to be the case any more. The john will still get arrested, but that happens anyways. The teen will not be charged, so has no reason to cooperate with police. They will stay with their pimp, stay hooked on drugs, and by the time they're 18, will be locked into that lifestyle barring a miracle.

As someone who lived in California for a few years and would rather buy my kids clothes off the dollar rack at the thrift store than live there again (SF Bay area) - yeah, California is bad. It has some amazing scenery, and the State of Jefferson areas are lovely. However, it's a transient striver, rootless utopia for liberals and do-gooders. It's definitely not the sort of culture in which I'd want to try raising a family that values history, family, community, and real skills (as opposed to vapid credentialism and fame). Even the more grounded Christians in that area seem a little whackadoodle to my Southern mind.

Yes on every word. Portland, Oregon is chalk full of homeless because:
1. The local government and charities enable them by making it a comfortable lifestyle for people who don't want to stop doing drugs/drinking and won't maintain psychiatric help. You should see the lines around the downtown methadone clinic in the evening. The ACLU evens represented homeless people suing the city because laws against camping on the side walk in the middle of the business district violated their civil rights.
2. They closed down many of the inpatient psychiatric hospitals. There is no place for these people to go that will continue to monitor them or just warehouse them.
I have tried to explain to one or two people that homeless are likely very disfunctional pigeons, the more you feed them the more you will need to feed. The average leftist and many toward the right wants to continue to believe homeless people are just down on their luck and need more help no matter how much help is given to them and yet, most of them instinctively understand that it is extremely stupid to walk through one of those homeless camps as they are full to the brim of people too damaged and dangerous to take advantage of the regular social safety net.
This is fun story about the Springwater corridor that Portland metro has resolutely refused to clean up until recently. This bike path runs through lower and middle class neighborhoods. Notice the juxtaposition of these two paragraphs in the article. Homeless are turning the corridor into and open sewer but we should feel sorry for them because they have no where else to go. I can't wait for their heartfelt words of sympathy once Oregon follows Californians example and the corridor includes legal child prostitution as well as bureacratically assisted property damage.

My grasp of reading the law is that IF an agent finds a child that is selling sex they can take the child into custody and the child can become a ward of the state. Child will not be charged thus they won't go to Juvy. Instead (I assume) they would end up in foster care in which case they can just run away.

Take any group of people who do not view child sex as shameful and you have a "family" that can just pimp out their kids for money.

Wonder what that will do for the Pizza place in DC?
Will the DC pedo's advocate to move things to California?
Or will they just spend your tax money for frequent visits?

It's very simple and I've said this before as someone who lived there for 10 plus years (left in late 2014). CA NEEDS TO BE BROKEN UP TO SMALLER STATES. Start with the Jefferson state initiative since it's the most advanced and is ready to go. That will start a chain reaction. The problem with CA is SF, LA, Sac, SD (not entirely) and large swaths of the coast (just look at the 2016 electoral map by counties). That would dilute CA's electoral power in elections by isolating the offending population centers. Then there's the access to water and food to consider.

Point number two and Mr. Kratman should appreciate this. There are too many military bases in CA to just "let it go". CA is a training mecca because it has ocean, desert and mountains all within one day drive. Bishop, 29P, Pendelton, Ft. Irwin, China Lake, Monterey, SD (Mir, PL,32nd), V-berg,. Those cannot be allowed to go without jeopardizing security. It ain't gonna happen.

Amen, brother. California was ruined by immigrants, first from New York, New Joisey, the Rust Belt (and Okies, I've been reminded before not to forget Okies), then from Mexico (and now from every fucking where).

CA was always a little different and little odd, but it wasn't Looney Leftard until the Dems used Prop 187 (1994, when Californians overwhelmingly voted, 59% to 41%, to basically start running their own self-deportation program because the useless fucking Feds were allowing Mexicans to overrun the state) to destroy the CA republican party. Federal judges declared it unconstitutional and Clinton's DOJ hamstrung efforts to keep illegals from voting.

The result is that Arnold - hardly a right winger himself - is the only Republican to have won a state-wide election since 1994.

The decent people in CA - 6 out of 10 of them - tried to fix things. The rest of the country sat on it's ass, didn't help, and let the liberals hijack the state. You may or may not like Californians, but if you don't learn anything from your own failure to help Californians defend themselves from the immivasionsts, you're all going to fall one by one.

As mentioned more than once, Jaime, that's a preposterous statement. Either secession was legal and constitutional, in which case they were a separate country against which we could make war - ya know; just like the war against Mexico the South dragged the country into - or it was unlawful rebellion, in which case the constitution expressly permitted putting it down. Treason doesn't enter into it. It's a silly claim that it does.

We can't afford to let California go. We need the ports. We need the resources. We need the more defensible border. If they secede then, just as with the south, it is either constitutional, in which case we crush them as a foreign nation against whom we shall declare war, or it it unconstitional, in which case we put down the rebellion.

Like I said, the CA resources are too important and those bases will be launching points for the declared war Mr. Kratman mentioned. They will put it down before it ever gains momentum. Eastern counties from LA and south counties are rumoured to be looking for an exit from California State as well. Maybe if the Democrats controlled areas declare Indendence from California State would solve the issue. They have the majority votes to be able to vote their Independence to leave California State and thus leave United States.

There is only one issue. How much Terrority they take. Knowing Democrats they probably take all except one or two counties, forcing others to exit with them.

181 Donal Fitzgerald: Breaking up California means adding senators. Adding two senators is the only reason that the Dems have been pushing for statehood for the District of Columbia for years. Keeping those two new senators out is the only reason that the GOP has opposed statehood for D.C. That's the big roadblock to dividing up the individual states.
