Approx. 8.05am: A routine internal test during a shift change was initiated. This was a test that involved the Emergency Alert System, the Wireless Emergency Alert, but no warning sirens.The Russians must be laughing so hard that vodka is coming out of their noses. 8.07am: A warning was erroneously triggered statewide by an employee at the Hawaii Emergency Management Agency (HI-EMA).
8.10am: State Adjutant Maj. Gen. Joe Logan validated with the US Pacific Command that there was no missile launch.
Honolulu Police Department notified of the false alarm by HI-EMA.
8.13am: State Warning Point issues a cancellation of the Civil Danger Warning Message. This would have prevented the initial alert from being rebroadcast to phones that may not have received it yet. For instance, if a phone was not on at 8.07am, it would not receive the alert later on.
8.20am: HI-EMA issues public notification of cancellation via their Facebook and Twitter accounts.
8.24am: Governor Ige retweets HI-EMA’s cancellation notice.
8.30am: Governor posts cancellation notification to his Facebook page.
8.45am: After getting authorization from FEMA Integral Public Alert and Warning System, HI-EMA issued a 'Civil Emergency Message' remotely, cancelling the false alert.

Idiocracy. Some years ago I served on an office panel that revied applicants for open positions. After some weeks on the panel it became obious to me that the black lady chairing the panel was skewing the panel recommendations to favor black applicants. The result was that the panel sometimes hired a less qualified person. Extrapolate this over decades, and the result is an organization like the Washington D.C. transit system that is so African Americanized that it violates federal race employment guidelines, and which, coincidentally, has such poor operational and maintenance performance that a few years ago, closing the subway system for a month to make repairs made the news.

That warning system takes more than one step to activate. Incompetent people tend to not be that stupid.
At one time I was a contractor working with a local government that was in EOC lockdown because of one of hurricanes that hit the Southeast in the mid 2000s.
The EOC was run by about 1/2 women and 1/2 elderly. The only real emergency that ended up happening... one of the sissies got so worked up that she accidentally wrapped her own neck so tightly in a telephone cord that she passed out and hit her head on the edge of a desk.
Such was the level of panic of the panic mitigation squad. I imagine things have gotten much worse since then.
The story out there now is that the alert was "accidentally triggered during a shift change." Since that shouldn't be remotely possible, everybody is "investigating." I'm betting that the culprit will not be held responsible, or at most suspended with full pay...

That reminded me of when I was in jump school at Ft. Benning.
This Turkish officer (from the Turkish navy) was too terrified to jump, so the sgt airborne screamed at him enough and he went. But he didn't hand off his static line and it got wrapped around his neck. It would have taken his head off, but the jumpmaster pulled the line at just the right time for him to fall out of it. Then when he got on the ground, his neck oozing blood, he wanted to fight the jumpmaster, placing the blame on him.

Roll that in with these (what's it, seven, now?!) Naval vessels having pretty horrendous screw-ups. It CANNOT be that (in the Navy's case, at least) it's ONLY DIEversity crew with no training... It can't be that a short awards ceremony on the ship's bridge distracted the ENTIRE bridge crew from seeing a 3X-larger container ship coming for them!
Seems like most of these Navy eff-ups are happening in full daylight (one or two at night), in clear weather, with a decent range-of-view. *IF* it was merely jamming on-board comms -- then the bridge crews could have sent a runner down to Engineering...
If it was jamming every electronic piece o' gear -- including steering controls -- then there could still be a chance to manually operate the rudder. Although that's a guess; I got out in 1983. Wouldn't been entirely surprised if the Federation changed the design so you needed to be at warp to fire the phasers!)
Bit scary if our military IS actually this dumbed down.

I've been both a sailor and a bridge lookout on a submarine. There're only two guys up there most of the time (when not in immediate transit in or out of port, and one of those guys is the Officer of the Deck) and I can confirm, there's no way in hell you don't see a container ship coming in broad, clear daylight. You'd have to be literally asleep for most or all of thirty minutes.
As for anything involving FEMA... I may or may not have made a public remark about my perception of their lack of competence last night. Instant validation.

If there's a conspiracy, that's the most likely one. Drills are BS. If you want to know how people react, you have to give them a real life test. We'll see how sunk America is over the next few days, because after the shock wears off, the real news is Hawaii is comically unprepared. It was like the ending of Animal House.
The Q anon explanation is that a missile alert triggers a bulk data transfer and wipe of the NSA data center in Hawaii.

It's news about a political subject - I assume that all parties involved are lying, the media will not understand and misquote, and the truth has only a tangential contact with anything said by anyone involved (if at all).
That said, who benefits if was a hack? Someone testing response times? Someone *trying* to start a nuclear war via retaliation? Someone trying make Trump / military look bad (no response=weak, actual response = insane)?
If it was an "honest" screwup, how many mistakes in planning, validation, etc had to happen to get it to the point where such an accident could happen? The AF is the king of check-list makers, and there HAS to be a procedure for something like this (and for missile launch detection I'm assuming they have to be involved at some point in this shit-show); I'm pretty sure there is not a "skip steps 45-106 if doing a test during a shift-change and just hit the button" exception.

Obviously a shady group in Russian government shot a missile at Hawaii, which was shot down, but unfortunately at the exact same moment, another shady group in Russian government, which didn't know of the other group, hacked the alarm system into giving what was supposed to be a false alarm. A third group of Russians have earlier influenced Trump to create a dangerous world in which this would create hysteria.

That's why I don't buy the "we shot down the missile" theory either. The Norks latest round of missile tests proved they could hit anywhere in the United States. Hawaii might be a major naval base, but somehow I doubt that it would be their opening strike. Hitting key targets in the continental US would cause much more havoc in our chain of command.

Of course, anything within 20 miles of the District of Columbia would be devastating, but the North Koreans have MIRV capability (which is no longer new technology) so we should think in terms of one vehicle carrying multiple warheads.
A direct hit on the Panama Canal would take an awfully long time to recover from. New York City? Boston? EMP?
It is a very rich target environment and they have all the time in the world to think about it....no doubt they can rely on Russian and Chinese experts to assist.
